There is something disturbing in the nature of post 9/11 public discourse. Incessantly, on a daily basis, Al Qaeda is referred to by the Western media, government officials, members of the US Congress, Wall Street analysts, etc. as an underlying cause of numerous World events. Occurences of a significant political, social or strategic nature –including the US presidential elections campaign– are routinely categorized by referring to Al Qaeda, the alleged architect of the September 11 2001 attacks.

What is striking is the extent of media coverage of  “Al Qaeda related events”, not to mention the mountains of op eds and  authoritative “analysis” pertaining to “terror events” in different part of the World.

Routine mention of Al Qaeda “fanatics”, “jihadists”, etc. has become –from a news standpoint– trendy and fashionable. A Worldwide ritual of authoritative media reporting has unfolded. At the time of writing (March 24, 2012), “Al Qaeda events” had 183 million entries on Google and 18,200 news entries.

A panoply of Al Qaeda related events and circumstances is presented to public opinion on a daily basis. These include terrorist threats, warnings and attacks, police investigations, insurgencies and counter-insurgencies, country-level regime change, social conflict, sectarian violence, racism, religious divisions, Islamic thought, Western values, etc.

In turn, Al Qaeda – War on Terrorism rhetoric permeates political discourse at all levels of government, including bipartisan debate on Capitol Hill, in committees of the House and the Senate, at the British House of Commons, and, lest we forget, at the United Nations Security Council.

All of these complex Al Qaeda related occurrences are explained –by politicians, the corporate media, Hollywood and the Washington think tanks under a single blanket “bad guys” heading, in which Al Qaeda is casually and repeatedly pinpointed as “the cause” of numerous terror events around the World.

Human Consciousness: Al Qaeda and the Human Mindset

How does the daily bombardment of Al Qaeda related concepts and images, funnelled into the Western news chain and on network TV, affect the human mindset?

Al Qaeda concepts, repeated ad nauseam have potentially traumatic impacts on the human mind and the ability of normal human beings to analyze and comprehend the “real outside World” of war, politics and the economic crisis.

What is at stake is human consciousness and comprehension based on concepts and facts.

With Al Qaeda, however, there are no verifiable “facts” and “concepts”, because Al Qaeda has evolved into a media mythology, a legend, an invented ideological construct, used as an unsubtle tool of media disinformation and war propaganda.

Al Qaeda constitutes a stylized, fake and almost folkloric abstraction of terrorism, which permeates the inner consciousness of millions of people around the World.

Reference to Al Qaeda has become a dogma, a belief, which most people espouse unconditionally.

Is this political indoctrination? Is it brain-washing? If so what is the underlying objective?

People’s capacity to independently analyse World events, as well as address causal relationships pertaining to politics and society, is significantly impaired. That is the objective!

The routine use of Al Qaeda to generate blanket explanations of complex political events is meant to create confusion. It prevents people from thinking.

The American Inquisition

The notion of Al Qaeda –“the outside enemy” which threatens Western civilization– is predicated on “an inquisitorial doctrine”. The Homeland Security State personifies what might be described as the “American Inquisition”.

As in the case of the Spanish Inquisition, the “Global War on Terrorism” (GWOT) consensus cannot be challenged.

Reference to  Al Qaeda as a central paradigm used to understand the world we live in is ultimately intended to instil fear and insecurity. In the words of Britain’s comedy group Monty Python:  “Nobody expects the Spanish Inquisition! Our chief weapon is surprise…surprise and fear…fear and surprise…. Our two weapons are fear and surprise…and ruthless efficiency…. Our three weapons are fear, surprise, and ruthless efficiency…and an almost fanatical devotion to the Pope….”

Unconditional submission to the Homeland Security State in today’s America is not dissimilar from the process of “fanatical devotion” prevailing under the Spanish feudal order. What is at stake in our contemporary World, in the words of Monty Python, is “fear and surprise” and the unconditional compliance to the “ruthless efficiency” of a dominant political, economic and military order.

The American Inquisition redefines the entire legal and judicial framework. Torture and political assassinations are no longer a covert activity as in the heyday of the CIA, removed from the public eye. They are “legal”, they are the object of extensive news coverage, they are sanctioned by the White House and the US Congress. Conversely, those who dare confront the “War on Terrorism” consensus are branded as “terrorists”. Upholding true justice by challenging America’s “holy crusade” against Al Qaeda becomes an outright criminal act.

A new threshold in US legal history has unfolded. High ranking officials within the State and the Military no longer need to camouflage their crimes. In fact, quite the opposite. Torture of Al Qaeda suspects is a public policy with a humanitarian mandate:

“Yes we did order torture, but it isn’t really torture, its not really war, because these people are terrorists and “we must fight evil”. And the way to uphold democracy and freedom is to “go after the bad guys”, “wage war on the terrorists”. “Its in the public interest.”

Moreover, anybody who questions our definition of “fighting evil” (which of course includes torture, political assassination and concentration camps directed against “the bad guys”) is by our definition also “evil” and can be arrested, tortured and sent to concentration camps. Al Qaeda is presented to public opinion as the terror instrument of “radical Islam”, which threatens the Homeland, undermining Western civilization and moral values. Everybody must comply; nobody dares to question “the American Inquisition”.

Al Qaeda and the “Big Lie”

The Al Qaeda Legend sustains the “Big Lie”. It turns realities upside down. It creates both a perception and a belief which cannot be questioned. It permeates US foreign policy and the conduct of international diplomacy. Al Qaeda and the “Global War on Terrorism” (GWOT) constitute a central component of US military doctrine.

“Al Qaeda did this”, “Al Qaeda did that” statements provide a simple and trouble-free elucidation of complex events, while disguising and concealing “the real reasons”, namely the unspoken and forbidden truth behind these events.

Nobody seems to take the time to examine “who is this elusive enemy Al Qaeda”, which has succeeded, with limited military means, in confronting America’s multibillion dollar war machine.

The Al Qaeda blanket explanation not only overshadows the normal channels of human comprehension, it also precludes a move to the next step of rational explanation, which consists in saying: if Al Qaeda is “the cause” as stated in numerous press reports, then: “What is Al Qaeda?” and “Who is behind Al Qaeda?”

But these are questions which in the post 9/11 era are rarely addressed. To investigate “Who is behind the terrorists” has become unmentionable, a political taboo, despite evidence pertaining to the historical role of  US intelligence in creating and promoting the Islamic jihad.

Today, if Al Qaeda were to be revealed for what it really is, –e.g  in the context of a specific false flag terrorist attack– the legitimacy of the “war on terrorism” and those officials in high office who support it, would collapse like a deck of cards.

While the identity of Al Qaeda is fully documented, including its links to US intelligence, the truth has not trickled down to the mainstay of public opinion.

Al Qaeda and the Role of Western Intelligence [to be continued in Part II]

Acknowledged by the CIA, the Islamic jihad  “was” a US sponsored “intelligence asset” going back to the heyday of the Soviet-Afghan war (1979-1989).

The intelligence community admits, yes we created the Mujahideen, we set up the training camps and the koranic schools together with Pakistan’s Inter Services Intelligence (ISI). Acting on behalf of the CIA, the ISI was involved in the recruitment, training and religious indoctrination of the “jihadists” described by President Ronald Reagan as “Freedom Fighters”.

From the outset of the Soviet-Afghan war in 1979 to the present, various Islamic fundamentalist organizations became de facto instruments of US intelligence and more generally of the US-NATO-Israel military alliance.

Unknown to the American public, the US spread the teachings of the Islamic jihad in textbooks “Made in America”, developed at the University of Nebraska:

… the United States spent millions of dollars to supply Afghan schoolchildren with textbooks filled with violent images and militant Islamic teachings, part of covert attempts to spur resistance to the Soviet occupation.

The primers, which were filled with talk of jihad and featured drawings of guns, bullets, soldiers and mines, have served since then as the Afghan school system’s core curriculum. Even the Taliban used the American-produced books,..

The White House defends the religious content, saying that Islamic principles permeate Afghan culture and that the books “are fully in compliance with U.S. law and policy.” Legal experts, however, question whether the books violate a constitutional ban on using tax dollars to promote religion.

… AID officials said in interviews that they left the Islamic materials intact because they feared Afghan educators would reject books lacking a strong dose of Muslim thought. The agency removed its logo and any mention of the U.S. government from the religious texts, AID spokeswoman Kathryn Stratos said.

“It’s not AID’s policy to support religious instruction,” Stratos said. “But we went ahead with this project because the primary purpose . . . is to educate children, which is predominantly a secular activity.”

… Published in the dominant Afghan languages of Dari and Pashtun, the textbooks were developed in the early 1980s under an AID grant to the University of Nebraska -Omaha and its Center for Afghanistan Studies. While people were being lulled into a false sense of security, prominent voices warning of the harsh bite of reality to come were, instead of being listened to, berated and pushed aside by the mainstream media. Gerald Celente, who accurately predicted the economic crisis of 2008 and who had been warning of a much larger crisis to come, had been accused by the mainstream media of pushing pessimism porn.[1] Celentes response has been that he isnt pushing pessimism porn, but that he refuses to push optimism opium of which the mainstream media does so outstandingly.

So, are these voices of criticism merely crying wolf or is it that the media is out to castigate Cassandra? Cassandra, in Greek mythology, was the daughter of King Priam and Queen Hecuba of Troy, who was granted by the God Apollo the gift of prophecy. She prophesied and warned the Trojans of the Trojan Horse, the death of Agamemnon and the destruction of Troy. When she warned the Trojans, they simply cast her aside as mad and did not heed her warnings.

While those who warn of a future economic crisis may not have been granted the gift of prophecy from Apollo, they certainly have the ability of comprehension.

So what do the Cassandras of the world have to say today? Should we listen?

Empire and Economics

To understand the global economic crisis, we must understand the global causes of the economic crisis. We must first determine how we got to the initial crisis, from there, we can critically assess how governments responded to the outbreak of the crisis, and thus, we can determine where we currently stand, and where we are likely headed.

Africa and much of the developing world was released from the socio-political-economic restraints of the European empires throughout the 1950s and into the 60s. Africans began to try to take their nations into their own hands. At the end of World War II, the United States was the greatest power in the world. It had command of the United Nations, the World Bank and the IMF, as well as setting up the NATO military alliance. The US dollar reigned supreme, and its value was tied to gold.

In 1954, Western European elites worked together to form an international think tank called the Bilderberg Group, which would seek to link the political economies of Western Europe and North America. Every year, roughly 130 of the most powerful people in academia, media, military, industry, banking, and politics would meet to debate and discuss key issues related to the expansion of Western hegemony over the world and the re-shaping of world order. They undertook, as one of their key agendas, the formation of the European Union and the Euro currency unit.

In 1971, Nixon abandoned the dollars link to gold, which meant that the dollar no longer had a fixed exchange rate, but would change according to the whims and choices of the Federal Reserve (the central bank of the United States).  One key individual that was responsible for this choice was the third highest official in the U.S. Treasury Department at the time, Paul Volcker.[2]

Volcker got his start as a staff economist at the New York Federal Reserve Bank in the early 50s. After five years there, David Rockefellers Chase Bank lured him away.[3] So in 1957, Volcker went to work at Chase, where Rockefeller recruited him as his special assistant on a congressional commission on money and credit in America and for help, later, on an advisory commission to the Treasury Department.[4] In the early 60s, Volcker went to work in the Treasury Department, and returned to Chase in 1965 as an aide to Rockefeller, this time as vice president dealing with international business. With Nixon entering the White House, Volcker got the third highest job in the Treasury Department. This put him at the center of the decision making process behind the dissolution of the Bretton Woods agreement by abandoning the dollars link to gold in 1971.

In 1973, David Rockefeller, the then-Chairman of Chase Manhattan Bank and President of the Council on Foreign Relations, created the Trilateral Commission, which sought to expand upon the Bilderberg Group. It was an international think tank, which would include elites from Western Europe, North America, and Japan, and was to align a trilateral political economic partnership between these regions. It was to further the interests and hegemony of the Western controlled world order.

That same year, the Petri-dish experiment of neoliberalism was undertaken in Chile. While a leftist government was coming to power in Chile, threatening the economic interests of not only David Rockefellers bank, but a number of American corporations, David Rockefeller set up meetings between Henry Kissinger, Nixons National Security Adviser, and a number of leading corporate industrialists. Kissinger in turn, set up meetings between these individuals and the CIA chief and Nixon himself. Within a short while, the CIA had begun an operation to topple the government of Chile.

On September 11, 1973, a Chilean General, with the help of the CIA, overthrew the government of Chile and installed a military dictatorship that killed thousands. The day following the coup, a plan for an economic restructuring of Chile was on the presidents desk. The economic advisers from the University of Chicago, where the ideas of Milton Freidman poured out, designed the restructuring of Chile along neoliberal lines.

Neoliberalism was thus born in violence.

In 1973, a global oil crisis hit the world. This was the result of the Yom Kippur War, which took place in the Middle East in 1973. However, much more covertly, it was an American strategem. Right when the US dropped the dollars peg to gold, the State Department had quietly begun pressuring Saudi Arabia and other OPEC nations to increase the price of oil. At the 1973 Bilderberg meeting, held six months before the oil price rises, a 400% increase in the price of oil was discussed. The discussion was over what to do with the large influx of what would come to be called petrodollars, the oil revenues of the OPEC nations.

Henry Kissinger worked behind the scenes in 1973 to ensure a war would take place in the Middle East, which happened in October. Then, the OPEC nations drastically increased the price of oil. Many newly industrializing nations of the developing world, free from the shackles of overt political and economic imperialism, suddenly faced a problem: oil is the lifeblood of an industrial society and it is imperative in the process of development and industrialization. If they were to continue to develop and industrialize, they would need the money to afford to do so.

Concurrently, the oil producing nations of the world were awash with petrodollars, bringing in record surpluses. However, to make a profit, the money would need to be invested. This is where the Western banking system came to the scene. With the loss of the dollars link to cold, the US currency could flow around the world at a much faster rate. The price of oil was tied to the price of the US dollar, and so oil was traded in US dollars. OPEC nations thus invested their oil money into Western banks, which in turn, would recycle that money by loaning it to the developing nations of the world in need of financing industrialization. It seemed like a win-win situation: the oil nations make money, invest it in the West, which loans it to the South, to be able to develop and build western societies.

However, all things do not end as fairy tales, especially when those in power are threatened. An industrialized and developed Global South (Latin America, Africa, and parts of Asia) would not be a good thing for the established Western elites. If they wanted to maintain their hegemony over the world, they must prevent the rise of potential rivals, especially in regions so rich in natural resources and the global supplies of energy.

It was at this time that the United States initiated talks with China. The opening of China was to be a Western project of expanding Western capital into China. China will be allowed to rise only so much as the West allows it. The Chinese elite were happy to oblige with the prospect of their own growth in political and economic power. India and Brazil also followed suit, but to a smaller degree than that of China. China and India were to brought within the framework of the Trilateral partnership, and in time, both China and India would have officials attending meetings of the Trilateral Commission.

So money flowed around the world, primarily in the form of the US dollar. Foreign central banks would buy US Treasuries (debts) as an investment, which would also show faith in the strength of the US dollar and economy. The hegemony of the US dollar reached around the world.

The Northwest Flight 253 intelligence failure: Negligence or conspiracy?

In the five days since the abortive attempt by the 23-year-old Nigerian student Umar Farouk Abdulmutallab to detonate an explosive device onboard Northwest Flight 253, information has surfaced that indicates an ostensible breakdown in US intelligence and security that is extraordinary in both its character and scale.

Among the facts now known are the following:

• Abdulmutallab’s father, a prominent retired banker and ex-government minister, had visited the US Embassy in Abuja more than a month before the attempted bombing to warn CIA officials that his son had become involved with Al Qaeda elements in Yemen. He provided them with information with which the young man could have been located, and he followed up his visit with at least two phone calls.

• For at least four months, US intelligence had information from Yemen that Al Qaeda operatives there were preparing “a Nigerian” for a terrorist attack.

• The information from Yemen was further substantiated by the National Security Agency’s interception of communications discussing preparations for an impending attack and the use of the “Nigerian.”

Moreover, Abdulmutallab’s $2,800 ticket was paid for with cash, apparently at the last minute, and he made the transatlantic trip having checked no luggage, carrying only a backpack.

Then there is the story told by a passenger on the plane, Kurt Haskell, a Michigan lawyer, who claims that he saw Abdulmutallab approach the airline ticket counter in Amsterdam accompanied by a well-dressed South Asian man, who told the Northwest ticket agent that the young Nigerian needed to fly without a passport.

“He’s from Sudan, we do this all the time,” the older man told the agent, Haskell recounted. He said that the agent then directed them to the office of the airline’s local manager.

Normally, any one of these things would have triggered intense scrutiny before Abdulmutallab was allowed to board the plane.

Once again, as in the wake of September 11, 2001, the government and the media are peddling the explanation that all of these extraordinary lapses were the product of mere negligence or a “failure to connect the dots.”

Eight years after 9/11, with all of the still unanswered questions surrounding the attacks that were used to justify an explosion of American militarism, the attempt to gloss over an event that nearly cost the lives of 300 people with this hackneyed metaphor does not hold water.

The general outlines of the Northwest bombing attempt and the 9/11 attacks are startlingly similar. One might even say that what is involved is a modus operandi. In both cases, those alleged to have carried out the actions had been the subject of US intelligence investigations and surveillance and had been allowed to enter the country and board flights under conditions that would normally have set off multiple security alarms.

Both then and now, the government and the media expect the public to accept that all that was involved was mistakes. But why should anyone assume that the failure to act on the extensive intelligence leading to Abdulmutallab involved merely “innocent” mistakes—and not something far more sinister?

If this episode is to be examined seriously, the question must be asked: What would have happened had Northwest Flight 253 been destroyed?

There is no question but that such a catastrophe would have had immense repercussions both internationally and within the United States. It would have seriously destabilized the Obama administration, politically strengthened the most extreme right-wing sections of the ruling class, and cleared the way for an even more massive expansion of military-intelligence operations overseas and a drastic curtailing of democratic rights at home.

Even the failed attempt has touched off a firestorm of criticism by the Republican right of the Obama administration’s supposed laxity in the face of terrorism.

This found its distilled expression in a statement released Wednesday by former Vice President Dick Cheney.

“We are at war, and when President Obama pretends we aren’t, it makes us less safe,” said Cheney. The former vice president and de facto leader of the “war on terror” in the Bush administration condemned Obama for proposing to close down the Guantánamo prison camp and try some of those held there in normal federal courts. He also denounced the US president for jettisoning the words “war on terror” in describing Washington’s continuing wars abroad and attacks on democratic rights at home.

The statements from Cheney—who was at the center of a secret government for eight years, has the closest ties to the military-intelligence apparatus, and is a ruthless advocate of torture, assassinations and a sweeping curtailment of democratic rights—shed light on the political calculations that may have encouraged elements within the CIA and related agencies to keep the “dots” separated and, thereby, facilitate a terrorist action.

Increasingly, the failure to identify Abdulmutallab and alert other government agencies to the threat revealed in Nigeria and Yemen has been attributed to the CIA. How many of the key figures in this agency had close connections to Cheney?

The key to this event may well lie in bitter struggles over policy taking place within the ruling establishment and the state. Despite all that Obama has done to continue the policies of the Bush administration, both in terms of aggressive war abroad and the buildup of police state powers at home, there are elements who want to go much further.

On Tuesday, for the second day in a row, Obama issued a public statement on the abortive airline bombing.

“When our government has information on a known extremist and that information is not shared and acted upon as it should have been, so that this extremist boards a plane with dangerous explosives that could cost nearly 300 lives, a systemic failure has occurred,” said Obama in the statement from Hawaii.

This second statement—delivered just one day after Obama’s announcement that he had ordered a “thorough review” of intelligence procedures—reflects the divisions and recriminations within the Washington political establishment and the US intelligence agencies. It is indicative of the immense pressure being brought to bear on his administration, and his own recognition that a successful terrorist attack would have had a profoundly destabilizing effect on his presidency.

There can be no serious investigation into how the Northwest Airline bombing plot was allowed to go so far without considering whether there are elements within the US state that had an interest in seeing it happen, and therefore in suppressing the intelligence and bypassing procedures that would have stopped it.

Getting to the bottom of these questions is impossible without identifying the specific individuals who saw the information on Abdulmutallab and made the critical decisions which blocked careful surveillance and action.

In its editorial Wednesday entitled “The System Failed,” the New York Times cites the voluminous intelligence on Abdulmutallab and writes, “Officials say the warning was insufficient.” It further states, “Officials decided that the warning wasn’t enough to put him on the list of 14,000 people subjected to more thorough airport searches.”

The Times attributes these decisions to “bad judgment calls.” As always, this voice of the erstwhile US liberal establishment can be counted on to provide the most trivial and unserious explanation for what is a deadly serious matter.

Who are these “officials?” They should be named. Moreover, they should be subpoenaed, publically questioned under oath, and compelled to explain their decisions.

Asking the question, who would benefit politically from a major terrorist attack on US soil, holds the best promise of shedding light on what is unbelievably presented as a staggering and inexplicable “breakdown” of Washington’s intelligence and security systems.

The Clinton Administration was involved in protecting CIA-sponsored shipments of arms to the Iran Contras and of cocaine from Colombia, through the Mena, Arizona airport.  Could the Republicans get him on that? Not! Because that could lead back to them (a la Oliver North) and George H.W. Bush, the real kingpins of the 80’s crack trade.   Mena became Clinton’s ticket to the Whitehouse. How? See, Clinton had the goods on Bush and Bush had the goods on Clinton; with their shared secret, they knew one wouldn’t rat out the other. Clinton could then become president and could be trusted not to take  the lid off the October Surprise. He could have used the Bush regime’s war crimes in Central America and Iraq, the dealings with Saddam prior to his invasion of Kuwait, the CIA drug business.  What Bush had on Clinton his connection to the gateway for Colombian drugs to enter the US via the airport in Mena.

 

However, the Republicans still hated Clinton and wanted to bring him down, which they tried with a dance called Whitewater.  But they knew that taking Slick Willy down with Whitewater also meant that Bush 41 would have to go down. They needed an alternative and choose to do an expose about Clinton’s dick, which became fodder for the puritan right wingers.

Having the world revolve around the O.J. Simpson trial was not enough, the  scandal achieved the exact results it wanted and that was to; have Americans stoop to its lowest point in the crusade to stupefy the minds of Americans                                

For his full term as President, the Republicans wielded old Dipshit “Wild Bill” s dick as an alternative for their own lack of seeable politics and the media played along.

Wild Bill could have just ended the whole Lewinski scandal simply by saying “none of your business who sucks my dick or who I screw.”  Any self-respecting person would have done that…instead of “I did not have  sex with that woman” he chose the hijacking of his own dick!

 

But that would not have appeased the media. After the Starr Report was presented to Congress on 9/11/1998,  Clinton needed to set in motion a distraction from the Republican’s and the media’s obsession with his sexual exploitations and the bombings of the US Embassies in Africa provided just the vehicle.  In retaliation for the bombings that occurred in August, CIA Director George Tenet selected three targets for Clinton to consider: 1.  A pill factory in Sudan that was unrelated to the terrorist attacks;  2.   A base in Taliban-controlled Afghanistan that was not training Al-Qaeda but rather Pakistani fundamentalists, and 3. Was a base that Osama Bin Laden was camped out but had just left 1-day before US forces came in.  Bill Clinton and Hillary are some of the most notorious criminals in modern day history, someday they will have to answer to the death of Commerce Secretary Ron Brown and 34 others that died in a so called plane crash in Croatia. SueAnn Arrigo is the source – http://www.libertycalling.com. She was a high-level CIA insider. Her title was Special Operations Advisor to the Director of Central Intelligence (DCI). She also established the Remote Viewing Defense protocols for the Pentagon in her capacity as Remote Viewing Advisor to the Joint Chiefs of Staff (JCS). It earned her a two-star general rank in the military. She called it a “ploy” so the Pentagon could get more of her time and have her attend monthly Joint Chiefs of Staff meetings. Only high-level types are invited, and she was there from October 2003 to July 2004.

Part of her job involved intelligence gathering on Iraq and Afghanistan – until August 2004 when she refused to spread propaganda about a non-existant Iranian nuclear weapons program and left. She followed in the footsteps of others at CIA who resigned for reasons of conscience and became critics – most notably Ray McGovern, Ralph McGehee, and Phil Agee.

On May 16, 2008, Arrigo sent extensive government corruption and cover-up information to Henry Waxman, Chairman of the House Oversight and Government Reform committee – in 12 separate cases. This article covers four of them or about one-third of what Congress got. The 12 are explosive and revealing but just the tip of the iceberg:

— of government corruption and war profiteering;

— sweetheart deals and kickbacks;

— high-level types on the take;

— trillions of missing dollars;

— on September 10, 2001, Rumsfeld admitting “According to some estimates, we cannot track $2.3 trillion in transactions;”

— imagine the current amount;

— its corrosive effect on the nation; and people should

— demand accountability – who profits, who pays and what are the consequences of militarism gone mad.

SueAnn Arrigo offers a glimpse and at great personal risk. In August 2001, DCI George Tenet told her to assemble “a moving van full of Pentagon documents showing Defense Contractor kickbacks to Pentagon officials.” She did as instructed but not to expose corruption as she learned – to conceal it and in her judgment so CIA could divert defense business to Halliburton and “Carlyle-related contractors.” She stated: “The mood at the CIA and Pentagon was ‘war is coming’ because the Bush Family stands to make billions from it — so get ready.”

Arrigo was shocked at what she found and how brazenly the Pentagon wrote it up because it feels untouchable, especially since 2001. That notion proved misguided after CIA used the material to blackmail or bribe its officials “into ‘working on’ the Halliburton-Carlyle team.” Top CIA types were involved, and Tenet laid it out for Arrigo: You’ve “given me the keys to the kingdom. (These) documents will make me rich.”

She collected three types. Her report covers one but has plenty of incriminating evidence. Her precise recall of dates and names is incomplete, but events are factually right and damning on how Washington operates. It’s always been this way but never to the degree as under George Bush. Arrigo exposes the scheme – the systematic looting of the treasury to enrich contractors and high-level officials at Pentagon, CIA and others well-placed in government. Precise amounts are unknown, but at mimimum are countless multi-billions, even trillions – at taxpayer expense and diverted from essential social and infrastructure needs.

Case 1: Ordering Unneeded New Fighter Aircraft

Arrigo discovered high-level Pentagon corruption. It involved bid-rigging and implicated “an Air Force general on the JCS and a Defense Contractor, Boeing.” She disclosed it to JCS Chairman Hugh Shelton and DCI George Tenet, and in both instances drew blanks. She also reported it to the Government Accountability Office (GAO), the investigative arm of Congress. It was vetted and confirmed, but left unaddressed the larger issue of whether new generation planes are needed at an enormous cost to taxpayers. Arrigo believed not, and several Air Force generals agreed. Not other JCS members, however, who she learned are on the take.

There’s more. They “had the gall to try to force through another unneeded plane contract for Boeing.” At an early 2004 JCS meeting, Arrigo complained about the previous undelivered order because it didn’t meet Pentagon specifications. Yet one general in particular tried “to force the US military to buy another (unneeded) upgrade.” One other JCS member backed her to no avail, and the new order went through. Arrigo rightfully concluded that new plane orders were to enrich Boeing and high-level Pentagon types getting kickbacks for their cooperation.

She also learned how much – an average $22,000 “for each (JCS meeting) vote according to their bank” records. Not US ones. CIA-arranged Swiss accounts specifically for this purpose. Everyone at the meeting cashed in, except Arrigo and one dissenting general. More disturbing is that this is standard Pentagon practice – handouts to contractors; kickbacks to complicit brass; and taxpayers out multi-billions – year after year.

Jeff St. Clair wrote about it in his 2005 book “Grand Theft Pentagon: Tales of Corruption and Profiteering in the War on Terror.” It’s an explosive account of how contractors like Halliburton, Lockheed Martin, Boeing, Bechtel and the Bush family-connected Carlyle Group scam multi-billions at taxpayer expense and not a whiff of it in the mainstream. It’s the reason US annual “defense” spending tops $1.1 trillion (conservatively) with all military, homeland security, veterans, NASA, debt service and other allocations included.

Case 2: Halliburton Delivers Half Full Cartons to the Pentagon’s “Swing Shift”

Arrigo refers to the Pentagon’s Receiving Department “swing shift” personnel. They alone are on the take so other shifts are shut out and can’t report it. As a CIA insider, she checked and found damning evidence – about “the military (not) getting supplies to the troops on time.” She also learned that Halliburton has its “Representative to the CIA,” and one at the Pentagon as well. Both get federal salaries but neither was “hired by CIA or the military through their personnel departments. Neither had done military training or trained at (CIA’s) ‘Farm’ as a spy.” Arrigo was disturbed and with good reason when orders from the top said back off.

It got worse. Arrigo worked at CIA for over 30 years and reported directly to Tenet. But she wasn’t prepared for what she found – a new section at the Agency without her knowledge. It employed 40 people, all working for Halliburton “while being paid by the US taxpayer as if they were CIA.” It was secret. No files were on them. They were never interviewed, never vetted, and she concluded: “CIA had a back door in its security to let Halliburton put anyone they wanted in (its) hallways. It was an outrageous (breach) of US National Security,” and in a post-9/11 “war on terrorism” climate.

She was shocked and told Tenet. His reply: “Yes, I know.” Head of CIA building security also knew. Arrigo asked what he’d do about it. His answer: “Keep my mouth shut so I can stay alive and I suggest you do the same.” She asked if he, CIA or Halliburton would kill her if she talked. He didn’t think so. Would national security firm CACI do it because it’s affiliated with Halliburton and also has a CIA back door for its personnel at the Agency.

Arrigo dug deeper. She got inside Halliburton’s area and asked questions. Why was the company shipping half the contracted for amounts and shortchanging the troops and taxpayers. It was no different for war zones. Halliburton “set up the same corrupt system of swing shift receivers (for) at least 3 continents. They received the cartons and signed (off) that the goods were all received properly. Then the shortages later were chalked up to thefts or war damage, etc.”

Arrigo again informed Tenet. His answer: “This is nothing new,” then added: “Have a report about it on my desk before Christmas (2001).” It got worse. Arrigo told Tenet he’s responsible for “correct(ing) Halliburton’s short-shipping and its invasion of the CIA.” He said he couldn’t because the White House tied his hands. Call Congress, Arrigo said. DCI “should be a man of courage.” Tenet ignored her, so Arrigo faxed documents revealing Halliburton fraud to GAO – omitting national security secrets. One of them crowed about the scheme’s profitability, and having high-level officials involved made it foolproof.

It was clever and even more devious than Arrigo imagined. Halliburton uses each shortage complaint as a new order. “In that way (it) never (loses) by having to make good for (what’s) missing,” and (it gets) paid double for the same merchandise.

Arrigo knew too much, took risks to learn it, and what happened next is shocking. Halliburton’s “CIA Representative” confronted her, tore out her phone, ransacked her office, removed every shred of paper, and hauled her off bodily “to a prison cell” inside its basement offices. She was intimidated and threatened. Thought she might be killed. She survived, but the message was clear. She complained to Tenet. Showed him her bruises. He responded dismissively: “There, there, everything will be all right in the morning.”

GAO still has Arrigo’s files. It began investigating but stopped. She thinks that Congress can resume it and asked Waxman to do it. That’s where things now stand.

Case 3: The White House Conspiracy to Cook the Books – Halliburton, Carlyle and CIA

In 2002, Arrigo tried a new tact – ingratiating herself with “Halliburton’s Man” and using it to her advantage. She offered cooperation for access to his space and make him think she was on his side. It worked, went on for four and one-half months through late May, and it paid off – with plenty of insider knowledge “about Halliburton and how it works.” Enough to fill a book, she says, but her account sticks to highlights.

First off, it’s pure myth that Dick Cheney stopped running the company. “He called in orders to the man I worked for almost every day and sometimes two or more times a day. He remained (Halliburton’s) functional head in all but name. No one….had the power to override his orders.” Second, Cheney never divested himself of Halliburton profits. “He merely hid how (he got them) through a series of shell companies.”

One of Arrigo’s jobs was to liaison between Halliburton and CIA’s “creative accounting departments.” In other words, their co-conspiratorial treasury looting efforts, and Arrigo got insider access to it. Her advanced math and computer software training qualified her. In a few months, she became expert in how CIA and Halliburton hid their “financial illegalities.”

She explained – “Computers are good ways to fool most people because (they don’t) look inside of them.” They can be programmed “to print out one set of books for regulators, another for Defense Contractors, another for the Pentagon, another for the taxpayer,” and so forth. It’s simple. Decide what you want, and machines will create it in any desired form. The trick is doing it expertly, most criminals can’t, so they need professionals to do it for them. It means crimes are never secret, and many computer experts know about them. CIA has always been tainted, kept it secret since inception, so far has been untouchable, but remains vulnerable to exposure by people of conscience like Arrigo.

She explained: Halliburton has eight software programmers at CIA. Its home office has many more. She was on conference calls with 60 of them on ways to conceal illegalities and assure none of it leaks out. The company has less expertise than CIA so the Agency took charge to make the two systems compatible. It took several years and over 100 programmers. They came, left for other jobs, and took insider knowledge with them. It risks more leaks about Halliburton, other contractors, CIA, the Pentagon, high-ups in government, and the Basel-based Bank of International Settlements for its part in corruption.

Many investigations are ongoing, but huge pressure is exerted to quash them. It’s feared leaks may unravel the whole scheme – a vast corruption web involving countless numbers of contractors, related companies, and many high level government and Pentagon insiders. Cover-up software hides it. Taxpayers fund it. Amounts keep getting greater, and they’re up to unimaginable levels.

Arrigo explained the system. Suppose Halliburton sold product A in 100 Lot Sizes, in Quantity X at Price Y to the Pentagon on a given date. Most civilian invoices disclose this. Pentagon ones don’t so contractors can cheat and Pentagon brass profit. Missing information conceals whether all merchandise was delivered as nothing indicates quantities shipped. Further, repackaging also hides proper amounts. Omitting the price alone conceals whether a shipment was shorted, but CIA is more clever than that. It experimented with “tested receivers at some of its front companies” to learn how best to deceive them. What works best is “shifting prices around like random noise” – one day this cost, another a different one, and so forth.

One company used a “gross overcharge method” that looked suspicious. It got receivers to discover the real price, and that defeated CIA’s scheme. When it works, it cooks the books, and no one’s the wiser. Ledger entries are inflated, undercut, omitted, added, or varied in amounts of similar transactions. Like a “professional crime institution,” CIA is expert at falsifying books so no one catches on. How? By random price variations to keep auditors off balance and unable to discover corruption patterns.

Another example:

CIA varies its front company prices monthly. Suppose Halliburton made a purchase “when it (used) a cost inflation idea of cheating. Halliburton (has) an incentive to inflate the cost of its purchases (to) justify (its) high (price) to the military.” So as standard practice it uses CIA’s highest price and claims that amount for its cost.

But comparing two sets of books reveals the scheme. So methodology became more sophisticated to conceal it. Halliburton takes CIA prices and doubles them on its books. It then claims the Agency recorded half the charge “accidently,” says its front company promised a 50% discount, but never delivered. CIA looks bad, and it balked. No matter. Halliburton still does it, but CIA has “lots of fronts with lots of customers and worse problems (to hide) than merely jacking up prices. Some fronts (are) fictitious and (make) no products.” Others have real customers plus fake ones to launder money. CIA tries to “make (their) crimes ‘undetectable.’ ” Halliburton hopes to “sneak by” until caught, then find a way to weasel out of it with minimal damage or cost.

Case 4: Halliburton’s Rigged Back Door Accounting Computer at the Pentagon

In early 2002, GAO got damning evidence: that Halliburton overbills and short-ships – deliberate fraudulent acts as standard company practice, confident it can get away with it, and most often it does.

GAO has the goods to expose it from Halliburton and Pentagon invoices. They reveal a problem. They don’t match, are grossly inflated, and payments exceed amounts billed – by about 35%. Arrigo met with GAO and compared notes. Halliburton has similar Pentagon and CIA-paid staff, and George Bush approved it in a secret Executive Order Arrigo has for proof. She gave it to GAO plus other documents showing national security is compromised and taxpayers cheated – hugely.

One document lists Halliburton’s CIA and Pentagon staff, what little official records discloses about them, their secret office locations, and information on their private security staff. Arrigo discovered that Halliburton’s top CIA man served time for felony fraud. Another at Pentagon was convicted as well – for stealing Army vehicles, then profiteering by transshipping them overseas.

Dick Cheney knew, blocked background checks to conceal it, but Arrigo found out and about the Pentagon fraud that followed. She has a handwritten Cheney memo instructing his man “to make sure that the Pentagon pays us all that it owes us and then some.” CIA’s forgery department verified the writing is Cheney’s.

Arrigo also has a letter from Halliburton’s Pentagon man to his CIA counterpart, and it’s damning. He brags how he’s “getting more than we bargained for (from) the Pentagon” and suggested they get together to compare notes. They did and Arrigo taped it. The evidence once more is damning – about how easy it is to scam the system; befriend accounting personnel; install company programmers; check bills supposedly behind in payments; install a special software code for higher amounts; and do all of the above at Pentagon and CIA.

Arrigo informed George Tenet so he’d stop “Halliburton from ripping off the American taxpayer via the CIA and Pentagon.” Tenet hardly blinked and responded casually: “Well, you certainly have done a thorough job as usual.” He then offered to inform the White House to “correct the problem.” Arrigo did herself, GAO as well, and later learned that the Bush administration (likely Dick Cheney) blocked an investigation.

This article covers four of Arrigo’s 12 cases. Their evidence is damning and shows systemic contractor, government, CIA and Pentagon fraud involving enormous amounts of money.
